- The National Pollution Funds
Center (NPFC) is an agency of the United States Coast Guard (USCG)
established by the Oil Pollution Act of 1990 (OPA 90) responsible
for administering the Oil Spill Liability Trust Fund (OSLTF) with
regards to oil pollution and oil spills within the navigable waters
of the United States
